Sealed proposals will be received by the Town of Orrville at the office of the Orrville Town Hall located at 14761 Main Street, Orrville, AL 36767 until 2:00 p.m. Local Time March 20, 2025, for Orrville Public Library, Orrville, Alabama, at which time and place they will be publicly opened and read. Bidders are responsible for assuring their bids are received prior to bid date and time.
The general scope of work includes the construction of a new 2,115-square-foot, single-story public library with a metal building frame structure for the City of Orville. This includes site development, such as grading, utility connections, and an unimproved gravel parking lot with designated handicap spaces. The building will feature a pre-engineered metal shell, brick veneer accents, and EIFS finishes, along with a metal roof system. Interior work includes framing, drywall, flooring (carpet, vinyl plank, epoxy), acoustical ceiling tiles, doors, and finishes. The MEP systems will include HVAC, plumbing, electrical wiring, lighting, and underground electrical connections. Additional scope items include built-in furniture, shelving, signage, and ADA-compliant restrooms. The project also includes optional add-alternates for a canopy structure and additional concrete sidewalk sections. The work will adhere to 2021 IBC, NEC, IFC, and other applicable codes, ensuring a safe and functional public facility.
All bids must be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, and name of the project. A cashier’s check or bid bond payable to the Town of Orrville in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Bids must be submitted on proposal forms furnished by Town of Orrville or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.
No bidder may withdraw his bid within 45 days after the actual date of the opening thereof.
Nonresident bidders must accompany any written bid documents with a written option of an attorney at law licensed to practice law in such nonresident bidder’s state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
