At such time and place, the bids will be opened and read. Bids that are received via mail and not presented at the bid opening are to be considered non-responsive.  It is the responsibility of the bidder to assure that bids are presented at the time of the bid if they choose to mail the bid. Contractors must notify the Awarding Authority if a bid is to be received by mail. 

A cashier's check or bid bond payable to Selma City Board of Education in an amount not less than five (5) percent of the amount of the proposal, but in no event more than $10,000.00, must accompany the bidder's proposal for each project.  Performance and Payment Bonds and evidence of insurance as required in the bid documents will be required at the signing of the Contract. 

Drawings and specifications for the project may be examined at the Office of Lathan Associates Architects, P.C., 300 Chase Park South, Suite 200, Hoover, AL  35244, and at the Digital Plan Room at Alabama Graphics (algraphicsplanroom.com).  Private Jobs with Password. Password is lathan.  

Prior to issuance of plans and specifications, all Contractors must provide evidence that they are properly licensed for the classification of work for this project.  Evidence shall be in the form of a copy of current license clearly indicating all classifications, or sub-classifications, bid limits, license number; and expiration date.   

General Contractor Bidders may obtain digital copies of drawings and specifications from the Architect for each project upon receipt of Application for Bid.   General Contractors will then be placed on Official Bidders List.  Hard copy sets of drawings/ specifications will be available to General Contractors for purchase directly from the document printer: Alabama Graphics.  Addenda and other proposal information will be issued only to holders of drawings and specifications distributed by the Architect and on the Official Bidders List.  Release of contract documents to the bidder does not imply acceptance of the bidder's qualifications by the Owner or Architect.  

Bids received from General Contractors who are not on the Official Bidders List may not be accepted or opened.  Lathan Associates Architects, P.C. makes no guarantee for plans and specifications obtained by Contractors and Vendors from sources other than the printed contract documents provided by their firm.  Contractors and Vendors who base their pricing from contract documents obtained from other electronic sources, either in part or whole, do so at their own risk. 

Bids must be submitted on proposal forms furnished by the Architect or copies thereof, issued either with the original contract documents or by addendum.  General Contractors shall not use Proposal Forms other than those provided in the contract documents.  

All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975.  The Bidder must display current General Contractor's License Number on the outside of the sealed envelope in which the proposal is delivered, or it will not be considered by the Architect or Owner.  The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted.

BID SPECIFICATIONS & INSTRUCTIONS TO BIDDERS 

The Dallas County Commission will receive sealed bids at the Dallas County Courthouse Annex, P. O. Box 987, 101 Church Street, Selma, Alabama until 10:00 AM CST on Wednesday, March 6, 2024 and at that time publicly opened for the following: 

LANDSCAPE MAINTENANCE SERVICES for the Transportation Enhancement 

Project (STPTE-TE02(901) project located along Alabama Highway 80 East from 

the Edmund Pettus Bridge to Pine Glen Estates 

Bids shall be delivered to the County Commission Office at the address above and be submitted on the form provided for submitting their bids. Bid must be submitted in a sealed envelope plainly marked "LANDSCAPING MAINTENANCE SERVICES BID", be addressed to the Dallas County Commission, Attn: Barbara Harrell, County Administrator, and include the name and address of the bidder on the outside of the envelope. CONTRACT PERIOD:

SCOPE: 

The contractor shall furnish all labor, material, equipment, and supervision to maintain the project area in a manicured, healthy, and weed-free condition and in accordance with the following specifications: 

MAINTENANCE TO BE PERFORMED BY CONTRACTOR: 

Grass 

  • Cut grass in median to a height of 1 — 2" a total of 18 times per contract period spaced in such a manner as to ensure a neat manicured appearance throughout the year. 
  • Cut grass in the area 10' from the edge of the roadway a total of 18 times per contract period 

              spaced in such a manner as to ensure a neat manicured appearance throughout the year. 

  • Cut grass in the remainder of the right-of-way to a 6" high uniform cut a total of 6 times per 

contract period spaced in such a manner as to ensure a neat manicured appearance throughout the 

year. 

  • Following manufacturer's instructions, apply a complete fertilizer such as 10-5-5 or 12-6-6 to 

grass and ground covers at the rate of 15 pound per 1,000 square feet 1 time per contract period 

  • Apply non-selective herbicide in accordance with manufacturer's recommendations for weed 

control taking care to prevent spraying of desirable plants and grasses 

  • If indicated by a soil test, apply lime to grasses in amount and manner recommended by manufacturer 
  • Spot treat weed grasses. 
  • Control broad-leaf weeds. 
  • Treat grasses as needed for control of insects, aphids, fungi, grubs, mineral deficiency, etc 
  • Remove dead grass, leaves, etc as needed 

Beds 

  • Apply mulch matching the existing shredded pine bark at least 1 time per contract period maintaining 3" compacted thickness during the contract period 
  • Clean around curbing in turnarounds as needed to avoid mulch and dirt overlap from beds 
  • Apply herbicide in accordance with manufacturer's recommendations as needed to maintain a 

weed-free appearance throughout the contract period and taking care to prevent spraying of 

desirable plants and grasses 

  • Following manufacturer's instructions, apply a complete fertilizer such as 10-5-5 or 12-6-6 to grass and ground covers at the rate of 15 pound per 1,000 square feet 1 time per contract period 

Trees Shrubs 

  • Prune trees and flowering shrubs in such a manner as to remove dead branches, remove wayward or offending growth and/or to prevent hazardous conditions. 
  • Following manufacturer's instructions, apply a complete fertilizer appropriate for the type of trees and shrubs 1 time per contract period 
  • Spray trees and shrubs in order to be disease free and as needed for control of insects, aphids, fungi, grubs, mineral deficiency, etc 

INSPECTION OF SERVICES 

  • Each contractor is expected to ensure performance to standard through his/her quality control system. 
  • Upon notification to the contractor by the County, the contractor will be required to correct or perform late any and all deficiencies disclosed by County inspections. 

PERSONNEL, EQUIPMENT SUPPLIES: 

  • The contractor will employ all personnel under this contract. 
  • There will not be any subcontracting at any time, unless written approval is given by the County 
  • Contractor must furnish competent and skilled persons to assure quality and performance within the terms and conditions of the contract. 

QUALIFICATIONS OF CONTRACTOR: 

In evaluating each contractor, consideration will be given to the following criteria. Deficiency in any of the below listed areas may be adequate reason for bid rejection: 

  • Each bidder submitting a bid on the services required by this contract is required to submit with their bid, or bid may not be considered, evidence of their experience, qualifications, financial responsibility and ability to carry out the terms of the contract. Satisfactory experience of at least one (1) year with projects of comparable size and complexity. 
  • Failure to submit liability insurance certificate and references with bid 
  • Failure to submit worker's compensation certificate when employing five (5) or more employees 
  • Due to one fiscal year ending on September 30 and a new one beginning on October 1, payments for services rendered in September may take up to 45 days to send to contractor. Contractor should have sufficient financial resources to cover this time frame. 

GENERAL INFORMATION 

  • Bid price must include all supplies including chemical, fertilizer, mulch, etc. 
  • Successful bidder must be bonded and licensed. 
  • The successful bidder shall provide all equipment necessary to fulfill the terms of the contract 

such as, but not limited to, a bush hog, weed-eating equipment and a finishing mower. 

  • Contractor must have adequate traffic control capabilities as project is along a major US 

Highway. 

EXAMINATION OF PROJECT AREA 

  • Contractor is to conduct a thorough and complete examination of the contract area prior to submitting a bid. 

•     Failure of contractor to completely familiarize himself with the conditions and requirements prior to submitting the bid will not relieve the bidder of the responsibility in meeting the specifications. 

PAYMENT FOR SERVICES 

  • 100% of total contract amount will be paid to contractor in equal monthly installments 
  • Payment will be made in arrears upon receipt of an acceptable invoice to be rendered by vendor at the end of each month. 
  • Payment will be made in accordance with the accounts payable procedures currently in place. 

LIABILITY INSURANCE: 

Vendor must have a minimum of $1,000,000 liability coverage with $1,000,000 for each occurrence and must be in effect for the contract period. The scope of work for the project will be from the beginning to the end.
