All BIDDERS submitting a bonafide bid who return Plans and Specifications to ENGINEER, in useable condition, within ten (10) days of the Bid opening will receive a full refund. BIDDERS must show evidence of license before bidding or Bid will not be received or considered; the BIDDER shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.

The Dallas County Commission will receive sealed bids at the Dallas County Administration Building, 101 Church Street,Conference Room Suite AB2,Selma, Alabama until 10:00 AM CST on Wednesday, February 7, 2024, and at that time publicly opened for the following:

Bids shall be delivered to the County Commission Office at the address above and be submitted on the form provided for submitting their bids. Bid must be submitted in a sealed envelope plainly marked "LANDSCAPING MAINTENANCE SERVICES BID", be addressed to the Dallas County Commission, Attn: Barbara Harrell, County Administrator and include the name and address of the bidder on the outside of the envelope. All bidders must use the attached form. Late bids will not be opened. 

IF THE TOTAL AMOUNT OF THE BID IS EQUAL TO OR GREATER THAN $10,000 A BID BONDOR CERTIFIED CHECK IN THE AMOUNT OF 5% OF THE AMOUNT BID SHALL BE FURNISHEDTO THE DALLAS COUNTY COMMISSION ALONG WITH YOUR BID SUBMITTAL 

CONTRACT PERIOD: 

The contract will be for a 12 month period beginning March 1, 2024 and ending February 28, 2025. If mutually agreed byboth partiescontract may be renewed for two additional 12-month periods. 

SCOPE: 

The contractor shall furnish all labor, material, equipment and supervision to maintain the project area in a manicured, healthy and weed-free condition and in accordance with the following specifications: 

MAINTENANCE TO BE PERFORMED BY CONTRACTOR: 

Maintain lawn to include: 

  • Cut grass, weed eating, edging and blowing off sidewalks and trimming shrubs 
  • Pick up trash and clippings on lots and dispose (haul off) 
  • Cut grass at least bi-weekly or weekly if needed to ensure a neat manicured appearance throughout the year and/or contract period.  In no case shall the grass exceed three (3) inches in height. 
  • Remove dead grass, leaves, etc. as needed. 
  • Edging along sidewalks and parking area 

Beds 

  • Maintain flower beds and shrub beds including lining the beds with straw at all locations at lease twice a year.  (One time in the spring and one time in the fall.) 

Trees & Shrubs 

  • Prune trees and flowering shrubs in such a manner as to remove dead branches, remove wayward or offending growth and/or to prevent hazardous conditions. 
  • All trees and shrubs shall be maintained, cut or trimmed in such a condition and shaped so they do not interfere with walkways, parking and/or buildings on the property. 

 

Additional services for Dallas County Board of Education Building 

  • Inspection of gutters on a routine basis and contractor shall clean gutters and down spouts as needed  
  • Trim limbs as needed or as directed by County Administrator or Chairman of Commission 

INSPECTION OF SERVICES 

  • Each contractor is expected to ensure performance to standard through his/her quality control system. 
  • Upon notification to the contractor by the County, the contractor will be required to correct or perform later any and all deficiencies disclosed by County inspections. 

PERSONNEL, EQUIPMENT & SUPPLIES: 

  • The contractor will employ all personnel under this contract. 
  • There will not be any subcontracting at any time, unless written approval is given by the County 
  • Contractor must furnish competent and skilled persons to assure quality and performance within the terms and conditions of the contract. 

QUALIFICATIONS OF CONTRACTOR: 

In evaluating each contractor, consideration will be given to the following criteria. Deficiency in any of the below listed areas may be adequate reason for bid rejection: 

        Each bidder submitting a bid on the services required by this contract is required to submit with their bid the following documents, or bid may not be considered,  

  • Evidence of their experience, qualifications, financial responsibility and ability to carry out the terms of the contract, and satisfactory experience of at least one (1) year with projects of comparable size and complexity. 
  • Insurance liability certificate and references with bid 
  • Worker's compensation certificate when employing five (5) or more employees 
  • E-Verify Compliance 

 

GENERAL INFORMATION 

  • Successful bidder must be bonded and licensed. 
  • The successful bidder shall provide all equipment necessary to fulfill the terms of the contract 

such as, but not limited to, weed-eating equipment, blower, and mowing equipment. 

EXAMINATION OF PROJECT AREA 

  • Contractor is to conduct a thorough and complete examination of the contract area prior to submitting a bid. 

•     Failure of contractor to completely familiarize himself with the conditions and requirements prior to submitting the bid will not relieve the bidder of the responsibility in meeting the specifications. 

 

PAYMENT FOR SERVICES 

  • 100% of total contract amount will be paid to contractor in equal monthly installments 
  • Payment will be made in arrears upon receipt of an acceptable invoice to be rendered by vendor at the end of each month. 
  • Payment will be made in accordance with the accounts payable procedures currently in place. 

 

LIABILITY INSURANCE: 

Vendor must have a minimum of $2,000,000 liability coverage with $1,000,000 for each occurrence and must be in effect for the contract period. Insurance certificate or letter of intent to provide the amount of coverage from the insurance company must be submitted with the bid or the bid will be rejected. Vendor is responsible for all losses/damages caused by its employees. Insurance certificate, when issued, must show Dallas County as the certificate holder. 

 

Vendor must also submit worker’s compensation liability certificate when employing five (5) or more employees. 

 

RIGHT TO REJECT BID 

Dallas County Commission reserves the right to reject any and all bids and to award separate contracts for each item, product or any combination of products if in the best interest of the Dallas County Commission.
