Sealed Bids for the construction of USDA WATER MAIN IMPROVEMENTS IN THE BOGUE CHITTO AREA, 

INCLUDING HWY. 22 WTP FILTER REHABILITATION, CMGM180134, will be received at the office of the West Dallas Water Authority located at 4344 AL Hwy. 41, Selma, AL 36701, until ThursdayJune 2, 2022 at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:  Approximately 75,000 LF of 3” & 6” Water Mains and related appurtenances, along with removal and replacement of filter media at the Water Treatment Plant. Project has an expected duration of 240 days.

The Issuing Office for the Bidding Documents is Goodwyn Mills Cawood, LLC., 11 N. Water St., Suite 15250, Mobile, AL 36602, Ashley.Morris@gmcnetwork.com.  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. – 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access and/or payment of $150.00 for each printed set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted.  Checks for Bidding Documents shall be payable to “GMC.”  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

 

The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron.

               

The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the lowest responsible and responsive bidder unless the Awarding Authority finds that all bids are unreasonable or that it is not in the best interest of the Awarding Authority to accept any of the bids.  A responsible bidder is one who, among other qualities determined necessary for performance, is competent, experienced, and financially able to perform the contract.  A responsive bidder is one who submits a bid that complies with the terms and conditions of the Advertisement for Bids and the Bid Documents.  Minor irregularities in the bid shall not defeat responsiveness. 

All bidders must comply with the President’s Executive Order Number 11246 which prohibits discrimination in employment regarding race, creed, color, sex or national origin.  All bidders must comply with title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Workhours Act.  

All non-resident contractors preparing bids shall submit with the bid documents evidence of a current Alabama General Contractor’s License, evidence of proper registration with the Alabama Secretary of State (with original seal of the State of Alabama), as a foreign corporation and a Certificate of Good Standing as a Foreign Corporation from the State of Alabama Department of Revenue.  Bids submitted by a non-resident without these documents included will be rejected

Guarantee will be required with each bid for at least 5% of the amount of the bid filed in the form of a certified check, Bid Bond, or irrevocable Letter of Credit acceptable to the Owner payable to West Dallas Water Authority.  Bid Bonds shall include certification that the bonding company is listed in Circular 570 of the U.S. Treasury Department.  The name, address, telephone number, and contact person for the bonding company shall also be included.

The successful bidder will be required to submit 100% performance and payment bonds or an irrevocable "Letter of Credit" which is acceptable to the Owner.  All bonds and letters of credit shall be for 100% of the contract price.

Attention of Bidders is called to the license required by Title 34, Chapter 8, of the code of Alabama, 1975, and amendments thereto, relating to the licensing of General Contractors.   No bid will be accepted from anyone, except a qualified Contractor, licensed by the State Licensing Board for General Contractors, unless otherwise required by the State Licensing Board.  

All bids shall be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s License Number, Category, and License Expiration Date, address and name of the project.  Envelopes containing bids must be addressed as follows, and delivered to Ms. Maggie Drake Peterson, Chairperson, West Dallas Water Authority, 4344 AL Hwy. 41, Selma, AL 36071 or P. INVITATION FOR BIDS

 

 

The Dallas County Commission will receive bids for Renovations to the Dallas County Administration Building until 2:00 p.m., (Central Time) on Tuesday, June 7, 2022, at the Dallas County Administration Building, 101 Church Street, Selma, Alabama  36701 at which time and place all bids will be publicly opened and read aloud.

The project consists of furnishing all plant, labor, materials, equipment and all services and performing and coordinating all operations for Renovations to Dallas County Administration Building. The work includes metal stud system, drywall, suspended acoustical tile, carpeting, hardware, doors and frames, aluminum storefront, windows, electrical, HVAC and work incidental thereunto.  

Contract documents, including drawings and technical specifications, are on file at the office of the Dallas County Commission, 102 Church Street, Selma, Alabama  35701 and The Architectural Office of William J. Peek, 908 S. Hull Street, Suite 210, Montgomery, Alabama 36104.

Copies of contract documents may be obtained depositing $200.00 with The Architectural Office of William J. Peek for each set of documents so obtained or via Dropbox. Deposit will be refunded if the drawings and specifications are returned in good condition within ten days after bid opening.

Plans and specifications will be issued only to qualified contractors licensed by the State Licensing Board of General Contractors of Alabama as required by Title 34, Chapter 8, Code of Alabama, 1975 as amended.  Only bids of such contractors who are duly licensed prior to date of this advertisement will be considered.

Bidders are requested to inspect the property and the buildings themselves, as well as operations and conditions that may be affected.

A certified check or bank draft, payable to the order of the Dallas County Commission or a satisfactory bid bond executed by the bidder and an acceptable surety company in an amount equal to five percent (5%) of the total bid shall be submitted with each bid.  Acceptable Surety Companies are listed in the current issue of the U.S. Department of the Treasury, Circular 570.

Contractors are reminded that in accordance with State Law, Alabama General Contractor’s licensing number shall be displayed on the sealed envelope in which the bid is delivered or the bid will not be accepted.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

The Dallas County Commission reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by the Dallas County Commission for a period not to exceed thirty (30) days from the date of opening of bids for the purpose of reviewing them and investigating the qualifications of the bidders, prior to awarding the contract.

PROGRAM ADMINISTRATION

 

The Town of Orrville is soliciting proposals from qualified firms and individuals  interested  in providing professional services related to the preparation and implementation of a Community  Development Block Grant.  

PROGRAM ADMINISTRATION: These tasks shall include, but not be limited to, preparation of a grant application to be submitted to the Alabama Department of Economic and Community Affairs (ADECA), and then, if the grant is awarded by ADECA, the preparation of an environmental review record; preparation of all necessary documents to remove grant conditions; preparation of requests for  state funds  to  ensure consistency with all Federal and State Accounting  procedures; establish  and maintain project files; monitor program  progress; monitor  compliance  with  all  applicable  Federal  and State requirements; assist with the   preparation  of  bid   and  contract  documents; and preparation of all reports as required by ADECA inclusive of preparation of close-out  documents for submission to ADECA upon  project completion. All applicants must submit their qualifications, list any prior experience with Community Development Projects in the State of Alabama, list any experience with other federally funded projects, and list any previous experience within the Town of Orrville. All applicants must include a lump sum fee for all services to be provided from project initiation through project close-out.

Proposals will be rated according to the following criteria:

  1. Experience with the Community Development Block Grant Program-30 points
  2. Professional qualifications-20 points

      3.     Knowledge and familiarity with the community-20 points

      4.     Experience with Federally funded projects-20 points

      5.     Cost of services to be provided-10 points

These  proposals are being requested in accordance with 2 CFR 200 UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS, and the “modified” Common Rule as adopted by the State of Alabama.  A  contract  will  be awarded to the  qualified applicant  whose proposal  is  determined  to be the most  appropriate.   The Town of Orrville reserves the right to reject any or all proposals, and to waive any irregularities or informalities in the proposal process.

Envelopes containing proposals must be sealed and labeled on the outside as follows: “Proposal for Program Administration” and may be mailed or hand-delivered to Mayor Louvenia Lumpkin, Town of Orrviile, 14671 Main Street, Orrville, AL 36767. All statements of qualifications shall contain original  signatures, facsimile  copies  will not be accepted. The statements of qualficiation must  be received  no  later than  4:00 p.m. on Friday June 9, 2022.  All proposals will be evaluated and an award decision will be made  by  the Town of Orrville. REQUEST FOR QUALIFICATIONS

ENGINEERING SERVICES

 

The Town of Orrville is soliciting statements of qualifications from qualified firms and individuals  interested  in providing professional services related to the preparation and implementation of a Community  Development Block Grant (CDBG) funds available from the Alabama Department of Economic and Community Affairs.

ENGINEERING SERVICES: These tasks shall include, but not be limited to, assistance with preparation of a grant application to be submitted to the Alabama Department of Economic and Community Affairs (ADECA), and then, if the grant is awarded by ADECA, the level and scope of services to be provided by the consultant will be determined by the Town.  A lump sum, fixed price fee will be required.  Engineering services for all stages of design, bidding and construction of the project are required. Examples of services which firm must be prepared and qualified to provide shall include but not be limited to the following:  The preparation of all necessary construction plans and specifications, the preparation of all bid documents and supervision of the bidding process that is consistent with Local, State and Federal regulations, the provision of on-site resident inspection services during the construction process in addition to regular progress reports to the Town.  At the completion of construction the project engineer shall conduct a final construction inspection and issue a final certificate of completion.  As-built drawings shall be delivered to the Town. Statements of qualifications  will be evaluated and ranked on the basis of the following criteria:

  1. Knowledge of the CDBG program- 20 points
  2. Resources and availability- 20 points
  3. Experience of proposed personnel- 20 points
  4. Understanding and familiarity with the needs and environment of the community- 

20 points

  1. Previous experience in working with locality- 20 points

Total possible points to be achieved: 100
