CONTRACT 2 – REHABILITATION OF LINCOLN DRIVE TREATMENT PLANT, DWSRF Project No. FS010256-03. This project is being supported, in whole or in part, by federal award number SLFRP2635 awarded to the State of Alabama by the U.S. Department of the Treasury.
Bids will be received by the WATER WORKS AND SEWER BOARD OF THE CITY OF SELMA, 1600 SELMA AVENUE, SELMA, ALABAMA 36701, until 11:00 A.M. C.S.D.T., APRIL 25, 2025 and then at said office publicly opened and read aloud.

Copies of the CONTRACT DOCUMENTS (Plans, Specifications, and Bid Proposal Documents) may be obtained at the office of HSA ENGINEERS, INC located at #1 SATTERFIELD STREET, SELMA, ALABAMA 36702-0929, (334) 875-1960, meredith.hsaeng@gmail.com, upon payment of $100.00 for each set. All BIDDERS submitting a bonafide bid who return Plans and Specifications to ENGINEER, in useable condition, within ten (10) days of the Bid opening will receive a full refund. Non-bidders will receive no refunds. A $25.00shipping and handling fee will be charged for shipment of all Plans and Specifications.
The OWNER reserves the right to waive any informalities, or reject any or all Bids, and to award the Contract to the lowest responsible, responsive bidder. Each BIDDER is required to file with his or her Bid either a Cashier’s Check drawn on an Alabama bank or a Bid Bond executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, payable to the WATER WORKS AND SEWER BOARD OF THE CITY OF SELMA for an amount not less than five percent (5%) of the total amount of the Bid. Performance and Payment Bonds and evidence of insurance as required in the Bid documents will be required at the signing of the Contract.
All BIDDERS bidding in amounts exceeding $50,000 must be licensed under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, and must be licensed for the type of work on which the Proposal is submitted. BIDDERS must show evidence of license before bidding or Bid will not be received or considered; the BIDDER shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.
No BIDDER may withdraw his or her Bid within sixty (60) days after the actual date of the opening thereof.
A Pre-bid Meeting will be held on April 15, 2025 at 10:00 a.m. at the Lincoln Drive Plant Site. Bidder’s attendance is not required but encouraged.

ADVERTISEMENT FOR BIDS
Sealed proposals will be received by the Town of Orrville at the office of the Orrville Town Hall located at 14761 Main Street, Orrville, AL 36767 until 2:00 p.m. Local Time May 1, 2025, for Orrville Public Library, Orrville, Alabama, at which time and place they will be publicly opened and read. Bidders are responsible for assuring their bids are received prior to bid date and time.
The general scope of work includes the construction of a new 2,115-square-foot, single-story public library with a metal building frame structure for the City of Orville. This includes site development, such as grading, utility connections, and an unimproved gravel parking lot with designated handicap spaces. The building will feature a pre-engineered metal shell, brick veneer accents, and EIFS finishes, along with a metal roof system. Interior work includes framing, drywall, flooring (carpet, vinyl plank, epoxy), acoustical ceiling tiles, doors, and finishes. The MEP systems will include HVAC, plumbing, electrical wiring, lighting, and underground electrical connections. Additional scope items include built-in furniture, shelving, signage, and ADA-compliant restrooms. The project also includes optional add-alternates for a canopy structure and additional concrete sidewalk sections. The work will adhere to 2021 IBC, NEC, IFC, and other applicable codes, ensuring a safe and functional public facility.
All bids must be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, and name of the project. A cashier’s check or bid bond payable to the Town of Orrville in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and Payment Bonds and evidence of insurance (Certificates of Insurance) are required with the sealed bid documents.

A Mandatory Pre-Bid Conference will be held at 10:00 a.m. Local Time April 24, 2025 at the Project Site located at 14715 Main Street, Orrville, AL 36767.
Bids must be submitted on proposal forms furnished by Town of Orrville or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgment, the best interests of the Owner will thereby be promoted.
Registration in www.sam.gov is required to participate in federal projects.
Attention to bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
No bidder may withdraw his bid within 45 days after the actual date of the opening thereof.
Nonresident bidders must accompany any written bid documents with a written option of an attorney at law licensed to practice law in such nonresident bidder’s state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.

Sealed bids will be received until THURSDAY, MAY 8, 2025 at 10:00 AM at Craig Field Airport & Industrial Authority located at 48 Craig Industrial Park Selma, AL 36701 and at said time bids will be publicly opened and read aloud for furnishing all labor, materials and equipment and performing all work necessary for: Taxiway A Rehabilitation - Phase II at Craig Field Airport. Major items of work include: Taxiway rehabilitation of approximately 2,900 LF including markings and soil-cement aggregate base, with pavement removal, topsoiling and sodding.

All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered. “A contractor must have a Heavy and Railroad major license or a Heavy and Railroad specialty license to bid as prime for this project.”
Bids may be held by the Craig Field Airport & Industrial Authority for a period not to exceed one hundred twenty (120) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
