A Pre-Bid Meeting will be held on Tuesday, August 5, 2025 at 10:00am at Selma City Hall, 222 Broad Street in the Council Chamber.
A summary of the work items is included below:
Removal of an old brick drainage tunnel beneath Mabry Street from the intersection of Dallas Avenue to the intersection of Alabama Avenue and replacing it with reinforced concrete pipe. Relocation of approximately 434 linear feet of ductile iron water main and repaving and restriping of Mabry Street between Dallas Avenue and Alabama Avenue.
The work of constructing the project will be let under one Contract if an award should be made; and the Owner reserves the right to select the Bid considered by the Owner to be in the best interest of the Owner.
A cashier’s check or bid bond payable to the City of Selmain an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.

REQUEST FOR PROPOSALS DALLAS COUNTY OPIOID SETTLEMENT GRANT PROGRAM
The Dallas County Commission is soliciting proposals from nonprofit or governmental organizations interested in implementing programs or services that align with the authorized uses of the Opioid Settlement Funds. Funding is intended to support initiatives that reduce the harmful effects of the opioid crisis through prevention, treatment, recovery, and other eligible interventions as defined in the national opioid settlements.
ELIGIBLE APPLICANTS:
Only nonprofit organizations or governmental organizations with a demonstrated commitment to addressing substance use disorder and/or behavioral health in Dallas County are eligible to apply. Collaborative proposals and partnerships with public agencies are permitted.
AUTHORIZED USES:
Programs must align with the authorized uses outlined in the national opioid settlement agreements, including but not limited to:
Prevention and education
Treatment and recovery support services
Harm reduction strategies
Criminal justice and diversion programs
Services for pregnant and postpartum women
Support for children and families affected by the opioid crisis
SUBMISSION REQUIREMENTS:
All proposals must include the following:
Organizational background and mission
Description of proposed project/program and its objectives
Alignment with authorized opioid settlement uses
Budget and proposed use of funds
Past performance and results from similar efforts
Timeline for implementation
Key staff and organizational capacity
Documentation of 501(c)(3)status or governmental status and active registration in sam.gov
SELECTION CRITERIA:
Proposals will be reviewed and ranked according to the following criteria (100points total):
Past performance with similar programs–30points
Alignment with authorized opioid settlement fund uses–30points
Organizational qualifications and staff capacity–15points
Clarity and feasibility of the proposed project–15 points
Budget reasonableness and cost-effectiveness–10points
FUNDING AND CONTRACTING:
This program is funded through opioid settlement proceeds allocated to Dallas County. Funding will be awarded on a competitive basis. The County reserves the right to fund all, part, or none of a proposal, and to negotiate with applicants as needed.
