All-inclusive resorts spent decades trying to outrun their reputation for crowded buffets and plastic wristbands. That image no longer fits what developers are building across the Caribbean, where luxury properties accounted for 58% of all-inclusive hotels that opened between 2021 and 2025.
Hilton now has two of its most formal brands in the game. Waldorf Astoria Riviera Maya and Conrad Tulum Riviera Maya switched to all-inclusive stays on Oct. 1, a first for both luxury labels. Early next year, the Waldorf Astoria property will also go adults-only.
"All-Inclusive is often defined by what is included. We wanted to define these resorts by what guests can experience once the details are already taken care of," says Karina Sierra Guerra, area marketing director.
That thinking sorts the two properties by travel party, steering adults who want privacy and a slower pace toward Waldorf Astoria near Cancun. Families with kids or grandparents in tow head farther south to Conrad near Tulum.
Why Hilton Wants a Piece of the All-Inclusive Market
Hilton says affluent travelers have grown tired of signing a check or tapping a card every few hours on vacation. Paying up front solves that problem, and the company believes its top brands can deliver the polish those guests expect.
The company picked a crowded place to test that theory. Mexico has more all-inclusive hotels than any other Caribbean destination, and new openings across the region keep trending upscale.

The resort spreads across 100 acres of coastline and mangroves, yet guests can reach it within minutes of landing at Cancun International Airport. Starting Jan. 10, 2027, only guests 18 and older can stay.
"Each of our 173 rooms and suites faces the ocean and features a private plunge pool, while a Personal Concierge anticipates individual preferences throughout the stay," says Felix Schlokat, complex general manager.
Food matters more at an all-inclusive than almost anywhere else, since guests eat nearly every meal on the property. At Waldorf Astoria, that starts with Malpeque, the resort's signature seafood restaurant. Its open kitchen grills whole fish over live fire each evening, and servers wheel a Mexican cheese cart to the table.
Ja'o, an open-air cantina-style restaurant, stocks a long list of boutique agave spirits and sends a margarita cart between tables. Peacock Alley borrows its name from the famous lounge at Waldorf Astoria New York and serves breakfast and afternoon tea. Until Oct. 1, those meals showed up on the final bill, and now guests can order the whole fish without checking the price.
The daily schedule gives guests reasons to leave the pool chair. Oceanfront yoga and Mayan breathwork fill the early hours, and afternoons bring hands-on watercolor and clay workshops. Live bossa nova and string players take over after dark.
Conrad Tulum Riviera Maya Welcomes Every Generation

Conrad Tulum faces a quiet bay with jungle pressing in behind it. Its all-inclusive plan targets the hardest group to please on any vacation, the extended family. MYTHOS World, the included kids' club, fills the day with nature outings and stories drawn from Maya culture. An evening stargazing session gives parents a few free hours for a late dinner.
"At Conrad Tulum Riviera Maya, the destination is not simply the setting, it shapes every part of the stay," says Francisco Corbin, general manager.
Mealtimes show how that works. Kengai is a teppanyaki restaurant where chefs cook in front of diners, and the resort calls it a family favorite. Ukai, the sushi restaurant, buys its fish from local fishermen. Three open-air snack bars near the pool, called chiringuitos, serve kids' menus alongside cold beer, so nobody has to dry off for lunch.
Adults who want a break from the splash zone can book Ceiba Club, an adults-only section that opens the same day the Waldorf Astoria age limit takes effect. Its guests get dedicated rooms in two buildings plus a private pool and beach. Ceiba Club also unlocks Autor, the resort's Michelin-recognized signature restaurant, where tasting menus spotlight regional Mexican ingredients. Other Conrad guests pay extra to eat there, but Ceiba Club guests dine at no charge.
"What distinguishes Conrad Tulum Riviera Maya is the freedom it offers: different generations can follow their own interests and rhythms while remaining connected through one complete resort experience," says Corbin.
What the All-Inclusive Rate Covers
Both resorts fold gratuities into the price, along with premium drinks, 24-hour in-room dining and a minibar restocked daily. Eligible direct bookings include private round-trip airport transfers, and Conrad will pick up travelers at either Cancun or Tulum International Airport.
Stays of four nights or longer add one excursion or resort experience. At Conrad, families can trade that credit for a cenote visit at Vesica or a day at the Xel-Há water park.
"The difference is choice without sameness: two very distinct ways to experience the Riviera Maya," says Sierra Guerra.
Families hoping to try the Waldorf Astoria with kids have a few months left. Reservations that include guests under 18 arriving Jan. 10, 2027, or later will not be honored under the existing arrangements. The resort says it will help affected travelers find alternative accommodations.
